The Statewide Emergency Communications Board (SECB) approves all subscriber equipment which can be used on the ARMER system. All new equipment goes through vigorous testing by Minnesota Department of Transportation's (MnDOT) Office of Electronic Communications (OEC) and is tested by system users prior to SECB approval.
